TextScope is just a text viewer... available even if unreadable letters are contained.
In Twitter or other apps, you probably have seen some square garbled characters. When unimplemented characters on a Android device is displayed, that characters are garbled.
TextScope can display text in the same font as PC. Therefore, you can view the same as PC. It is also possible to use font files on the SD card (Android 1.6 or above.)
TextScope is designed to use from other apps by "Share", "Send." In stand-alone use, TextScope will display text on the clipboard, but please regard it as an auxiliary ways.
On Android 2.2 or later, it seems that many web browsers will remove garbled characters automatically when sharing text or copying to the clipboard. Therefore, TextScope cannot display garbled characters on the web.
(As far as I tried, Opera Mobile can copy garbled characters.)
